Well we legalised possession.
Buying and selling is still illegal and not really possible legal yet.
So since when possession was illegal it usually wasn’t prosecuted,nothing changed.
Is growing legal?
Now it is. Up to 3 plants and up to 50g dried mass of weed per adult per household.
Here in Aus it’s hugely different even without being legal (except medical). Before it could take me an entire day to get onto people who were in stock, driving for hours, etc. now I hit up a website, msg some rando, and get it delivered for cheaper than ever.
