Modern Windows (and Linux) is very hard to kill. You can unplug it all day without issue. Registry corruption and similar issues have not been an issue in decades.
Get a SSD. It will run so much faster and everything will be instant.
Swap the drive and do a fresh install. It will run like new.
Wipe your device and do a fresh install from scratch via USB. It will run like new.
It is cheaper because you are the product. Maybe find something used.

This a can versus should. You can do this but I would strongly discourage it. I would strongly recommend buying a proper device with Mimo and multiple reasonably sized antennas.

What’s wrong with 4Gb? It works fine for light usage and you can enable swap to a SSD for when you want something a little memory hungry like a lot of tabs.
Get an SSD as it will make your life way better
That’s a reasonable machine. You probably could use anything but if you want lighter weight you could use Xfce4. If it is a laptop you could use stock gnome with some swap as a backup to prevent OOM
The first one allows Flatseal to edit the permissions of Flatpak apps including itself.
System folder access allows a app to read the filesystem. (But not system internals)
System settings access allows the app to change settings
So the only concerning one is Xournal. However, I happen to know that it doesn’t support XDG portals which is how apps ask for permissions to files so it needs full file access. As for the system settings I have no idea.
Does it have a PCIe slot for an extra WiFi card? You might be able to adapt it.
